What is Title 1A?
Title 1A is a federally funded program designed to support students in need of educational help in literacy or mathematics. It is a supplemental program and does not take place of classroom instruction. The classroom teacher provides the primary reading and math instruction and the Title 1A program offers extra help to students who need it most.
What does that look like?
Title 1A Literacy and Math services are provided in thirty-minute, pull-out, one-on-one or small group sessions or in a co-teaching/support model within the classroom setting for grades 1-5.
Goals
- Identify students most in need of supplemental instruction
- Set goals for improvement
- Measure student progress using clear and objective data
- Use science-based best practices in reading and math interventions that help to accelerate student learning
- Support classroom teachers of Title 1A students in improving the quality and breadth of their instructional strategies
- Communicate and involve the parents in their child's program
Identification Process
Reading:
The Fountas and Pinnell Reading Assessment, Northwest Evaluation Association (NWEA) reading test, and Clay's Observation Survey are standardized tests used to screen and identify students for Title 1A supplemental reading services.
Math:
The Northwest Evaluation Association (NWEA) mathematics test and classroom teacher surveys are used to screen and identify students for Title 1A supplemental math services.

Requirements
The Federal Government provides funds to each state annually for Title 1A services. In order for the Lisbon School Department to receive these funds, we must submit a plan describing:
1. Learning targets for students receiving Title 1A supplemental services
2. Resources and services that are required to meet the stated learning targets for students
3. Goals for student achievement and growth to determine changes, if necessary, in Title 1A programs and services to ensure student success.
